A common misconception is that discounts are applied automatically. They're not – you must apply to your local council. Many people also don't know that students are completely exempt, or that most discounts can be backdated.

Eligibility is determined by your local council. Use this as a guide only. Contact your council directly to apply for discounts or query your bill.
What this means for your bill
Council tax discounts are not applied automatically — you have to apply through your local council. If you live alone, the 25% single person discount alone saves £400–£700 a year on a typical Band D property.
Students living in all-student households are fully exempt, and severe mental impairment, disability band reductions, and second adult rebates are widely under-claimed. Most discounts can also be backdated — sometimes by years — so apply as soon as you're eligible. If your income is low, also check Council Tax Reduction (means-tested support).
How Council Tax Discounts Work
Council tax is charged on all domestic properties in England, Scotland, and Wales. However, various discounts and exemptions can significantly reduce your bill depending on who lives in the property and their circumstances.
The Main Types of Reduction
- Single Person Discount (25%) – The most common discount. If only one adult lives in the property (or others are "disregarded"), you get 25% off.
- Student Exemption (100%) – Properties occupied only by full-time students are completely exempt from council tax.
- Disabled Band Reduction – If a disabled person needs an extra room or wheelchair space, the bill is calculated as if the property is one band lower.
- Empty Property Discount – Varies by council, but unfurnished properties may qualify for a discount for a limited period.
- Council Tax Reduction (CTR) – Income-based support replacing the old Council Tax Benefit. Varies by local authority.
People "Disregarded" for Council Tax
Certain people don't count when calculating how many adults live in a property. If everyone except one person is disregarded, you qualify for the 25% single person discount.
Disregarded People
- • Full-time students
- • Under 18s
- • Apprentices on low pay
- • Care workers earning ≤£44/week
- • People with severe mental impairment
- • Live-in carers (not for spouse/child)
- • Hospital/care home patients
- • Diplomats
Still Counted
- • Part-time students
- • Unemployed adults
- • Retired people
- • Working adults (any income)
- • Self-employed adults
- • Visiting family members staying long-term
Council Tax Bands Explained
Properties are placed into bands A-H based on their value as of 1 April 1991 (England and Scotland) or 2003 (Wales). Each band pays a different proportion of the Band D rate set by your council.
| Band | 1991 Value (England) | % of Band D |
|---|---|---|
| A | Up to £40,000 | 67% |
| B | £40,001 - £52,000 | 78% |
| C | £52,001 - £68,000 | 89% |
| D | £68,001 - £88,000 | 100% |
| E | £88,001 - £120,000 | 122% |
| F | £120,001 - £160,000 | 144% |
| G | £160,001 - £320,000 | 167% |
| H | Over £320,000 | 200% |
You can challenge your band if you think it's wrong, but be aware it could go up as well as down. Check the Valuation Office Agency website.
Common Mistakes People Make
Not claiming single person discount
Many people don't realise they're entitled when a partner moves out, a child goes to university, or after a bereavement. It's not automatic.
Forgetting to update when circumstances change
If an adult child moves back home or a partner moves in, you must inform the council or face backdated bills and potential fraud investigation.
Missing the disabled band reduction
If a disabled person needs a room for medical equipment, a wheelchair, or dialysis, you may qualify even without visible adaptations.
Not applying for Council Tax Reduction
Income-based support exists but varies by council. If you're on a low income, benefits, or pension credit, always check what's available.
