Can you get 25% off Council Tax with another adult at home?

England guide to Council Tax disregarded adults, student households and 25% discounts, with worked examples and application steps.

    Quick answer

Yes, potentially. In England, a 25% Council Tax discount can apply where only one adult is counted, even if other adults live there. A qualifying full-time student is one example of a disregarded adult. Check each resident’s status and apply to the council; a disregard is not the same as means-tested Council Tax Reduction.

This guide covers occupied main homes in England, checked 25 October 2026. Wales and Scotland have their own guidance and Northern Ireland uses domestic rates. Second homes, empty-property premiums and landlord-liability cases need separate checks.

Count qualifying adults, not just people

The usual full bill assumes at least two counted adults. Some residents are disregarded under specific rules, including qualifying full-time students and some apprentices or carers. A job title or course label alone is not enough: ask what evidence is needed.

The carer disregard has restrictions, including the relationship to the person cared for. Do not assume every unpaid carer qualifies. Likewise, being out of work does not by itself remove an adult from the count.

    Four household examples

Assume a main home with an illustrative full annual bill of £2,400. The examples below show how the resident count can change the outcome without changing the property’s band. They are not council decisions.

How much is a 25% discount worth?

Multiply the full eligible bill by 0.25 for the saving, and by 0.75 for the remaining bill. A £2,400 bill gives £600 off and £1,800 remaining. Over twelve equal payments that is £150 instead of £200, but actual council instalment schedules may differ.

If eligibility only applies for part of the year, do not claim the full-year saving in your budget. Ask the council for an amended bill using the correct dates. A student moving in, leaving a course or moving out can change the calculation.

Student exemption and low-income support are separate

GOV.UK says a household made up entirely of full-time students does not have to pay Council Tax, subject to the student criteria. For higher-education study, its guide specifies a course lasting at least one year with at least 21 hours of study per week. Ask for the institution’s Council Tax certificate.

A zero counted-adult household is not always handled in the same way: exemptions and discounts depend on the residents’ categories. Do not use a blanket 50% rule for all student homes.

Council Tax Reduction is income-related support. Working households may qualify, and the council considers its scheme and household finances. If you already receive a resident-count discount but still struggle to pay, ask about Reduction as well; do not simply add two headline percentages together.

Apply and keep the bill accurate

Use the government council finder or contact the billing council. Explain who lives there, the date each status started and why you think a person should be disregarded. Ask about an exemption where appropriate.

Request any backdating with supporting dates; do not assume it is automatic or identical across circumstances. Follow the existing payment instructions until the council confirms an amended bill or arrangement. Tell it promptly when someone’s status changes.

    • Find your account number and current annual bill.
    • List residents and relevant move-in or status dates.
    • Provide student certificates or other evidence requested.
    • Ask for the effective date and an amended bill in writing.
    • Check separately for Council Tax Reduction if income is low.

    Sources and worked-example method

Checked 25 October 2026. Households and £2,400 full annual bills below are illustrative. Savings use the 25% discount alone for a full year, before any other reduction, exemption or premium. The council confirms status, evidence, effective dates and the actual bill.
