Council Tax Explained: How It Works & How to Reduce It
Council tax is one of the UK's most confusing bills. It's based on 1991 property values, varies wildly between councils, and millions of homes may be in the wrong band. Here's how it actually works.
How Is Council Tax Calculated?
Council tax is a local tax charged by your council to fund services like bin collection, roads, police, and fire services. The amount you pay depends on two things:
- Your property's valuation band — Based on what your home would have been worth on 1 April 1991 (in England and Scotland) or 1 April 2003 (in Wales).
- Your council's annual charges — Each council sets its own Band D rate. Other bands are calculated as a proportion of Band D.
This means two identical homes in different council areas can have very different bills. A Band D property might pay £1,200/year in one borough and £2,200/year in another.
Council Tax Bands Explained (England)
Properties are placed in one of eight bands based on their estimated 1991 value:

Council Tax Discounts & Exemptions
25% single person discount
Available if only one adult lives in the property. Students, carers, and people with severe mental impairment are 'disregarded' and don't count.
Full-time student exemption
Properties occupied entirely by full-time students are exempt. Mixed households get a 25% discount.
Council tax reduction (CTR)
Means-tested support for people on low incomes. Each council runs its own scheme — apply directly to your council.
Disability reduction
If your home has been adapted for a disabled person, you may pay the rate for the band below yours (Band A gets a further reduction).
Empty property discount
Some councils offer short-term discounts for unoccupied properties, though many now charge a premium (up to 300%) on long-term empty homes.
Band challenge
If you believe your band is wrong, you can challenge it via the Valuation Office Agency at no cost. Compare with neighbours on the VOA website.

What Does Council Tax Pay For?
Your council tax bill is split between several bodies. A typical breakdown might look like:
- Local council (largest share) — Bin collection, roads, planning, housing, social care, libraries, parks
- Police and crime commissioner — Local policing (the "police precept")
- Fire and rescue authority — Fire services
- Parish/town council (if applicable) — Very local services like allotments and village halls
Social care (adult and children's) typically accounts for the largest single portion of council spending, often 50%+ of the total budget.
